Has the ignition switch recall ever been done to your car? Sounds more like that, or possibly the starter solenoid is gone. Have someone tap the starter with a 2x4 or mallet while you try to start it.

if her battery is dead, how come when she tried to jump the car TWICE it didnt work?

If the battery is not willing to hold any charge at all, even a jump sometimes won't start the car. Simply putting on the jumper cables is to recharge the battery, jumper cables are not nearly a strong enough connection to start a car if the battery is totally gone.

I have seen this on a few experiences in the past with cars that sat a long time, or 100% toast battery. I'm wondering if she tighten down connections "tight" after she cleaned them. Also, she may need to let the car charge longer, most people just try to hook them up and then try to start right away. Let the battery charge for 5-10 minutes if its not getting enough juice to even turn the engine over.

I tried for 30mins each time I got it jumped,
tightened the connections, cleaned them, everything.
Also, when the cables were connected...sparks flew when the dumbass touched the two ends together. Obviously there's some power right?

I'm installing a new starter in the morning,
if that doesn't solve the problem tomorrow then I'll go with the battery.

Well connecting the jumper cable clamps to test for voltage, is not a way to test a battery if there is sufficient power to start the car. I wouldnt go installing new parts until you found what is causing your car not to start. You may spend money that you did not have to.

Test the battery for amperage. Tap the starter with a hammer...check the ohm resistance from your ignition switch....etc....Anyhow, lets hope the starter is the culprit!

Happened to me too... Car wouldn't show any signs of wanting to start up nor any engine clicking. Brother jumped for me and i headed home and it died again. I had battery corrosion too, but when I replaced it, apparently it was a battery acid leak. Change battery? hope that will solve your problem.

so, when u try to start up ur car, does it go "click" "click"??

or does the motor sound like it's trying to start up?

do u have any spark? u can check it by taking one spark plug out (and plug it into the spark plug wire), put it close to the valve cover and have someone try to turn on the car.. if u see spark, it's probably a fuel-related issue

This happened to me 2 weeks ago, heavy corrosion on the battery, and car wouldn't start exactly like you described.

Turns out the starter motor, AND the battery were both dead. Coincidence apparently, but yeah. I replaced both and everythings ok.
