    When I put my WW lip kit on, I put the WW sides over my OEM skirts. Fits just fine.

    Could be the ballast or some loose wiring some where. That happened to me once when I was putting it in my gf car. It turned out to be one of the wires was messed up somehow but luckly I had an extra one. Replaced it and it worked. If it was me, i'd start swapping parts with the other headlight...
