It's been awhile since I checked the manual about how it works, but there is a sensor that detects when the passenger is in the path of the side airbag, which is in the seat, and turns it off, and the light on.
Typically you should only see this if the passenger is basically leaning against the door, or has their arm between the seat back and b-pillar.
Any other time indicates that the OPDM is probably faulty.
