Wire-speed just controls how much filler metal goes into the weld. Its how much amperage goes into the arc and at what voltage that controls penetration. Here is a good read:
I applied and got in for computer engineering, and even with a 10000 a year scholarship, still pretty expensive. I passed and going to different University on a full ride. Nice school though, my uncle was head of the business college back in late 80s, early 90s.
