There are a couple ways you can go about doing this.
You can get an OBD2 to OBD1 adapter harness and run an OBD1 programmable ECU, or get a standalone like AEM which plugs directly into the stock Accord harness. Just make sure you don't hack the harness apart, or make sure the changes you make can be reversed.
Either way you do it, comes emissions time you need to plug in your original ECU, undo any wiring changes (including injectors), and take it to an inspection station with the stock ECU. Most people will just undo a charge pipe, or open the wastegate manually to ensure that they don't hit boost.
If you do go piggyback like AEM F/IC, you should be able to pass emissions just fine, as all the functionality of the stock ECU is present and signals for injectors and ignition timing are just being modified from the stock ecu.
