For about 800.. you can get:

No Dampening Adjustability
Tein Basic ~$800
Function & Form Type 1 ~$600

W/ Dampening Adjustability
D2 Racing ~$800
KSport ~$800-850
Function & Form Type 2 ~$800

Tokico Illumina w/ Ground Control Coilovers ~$850

So quite a few choices..

how flush would 17x8 +25 be? would I be hella flush or flush? I want to run a 17x8 but I dont know what offset to run to be flush? and would I need spacers? I ask because i want to run the same size in front as the rear so I can continue to rotate my tires

I think 17x8.5 +25 would be better if you want to go flush. 17x8 +25 is still nice but don't expect it to be flush without some spacers. What wheels are you looking at?

17x8 +28 will br pretty close to the fender.... But this also depends on your rose height and camber settings.

sick thanx guys for the quick responses I plan on running a 3 in drop... I've been considering the 5zigen zr+520's... it's one of their new line of wheels and I like the lower offset you get but it sounds like it's not going to be too low of an offset! just what I was after! :D thanx a lot guys! I'd post a picture but Im at work and cant save images to the comp. :/
