It's possible the last pwerson to change it, if it's even been changed before, over tightened the bolts. More likely, the bolts just baked into the cylinder head and tightened themselves through heat cycling.
Cam cap bolts, rocker arm bolts, head bolts, all feel like they're about to break right before they loosen up. Always a scary moment.
