Dude your wheel is bent, that's the only thing that would cause it to bend up that way. Looks from the angle the driver had his hands around the 10-2 positions in an impact to cause the angle of the bend.
If your old wheel goes on straight, and this one is crooked, the new one is bent.
BTW, you really don't need the steering wheel puller to swap wheels. Just smack it a few times and it'll slide right off.
