Filter>Artistic>Poster Edges
Edge Thickness - 2
Edge Intensity - 1
Posterization - 6
I used the magic wand tool for the sky and made a new layer with it and set it on top of the picture with the filter. That way it stays nice and clear

ok, so I used a pic I took just this afternoon and maxed out the quality, and it works just like you said from photobucket 
*sigh* so that's awesome I haven't known I could do that for at least TWO YEARS
like I don't know if I'll stick with this one, but I wanted to make sure it works.
