Stick to USA versions, and you'll be alright.

I've contemplated the 70-200 f4 (non-IS) but I think if I'm going to spend $600+ on a telephoto lens I might as well save up until I can afford one with IS. Because I have a 55-200 without IS and it really limits you as to what you can shoot handheld at full zoom. If your subject isn't more or less still it's hard to get a good shot without a tripod. I use mine on a tripod 99% of the time.
