Fuse keeps blowing...

Ok, so I replaced a fuse the other night and it blew again. I replaced it twice more tonight and both of them blew. I am using the correct 10A fuse that it requires. The last time it blew, it was when I was switching from 1st to 2nd gear. What could be the problem?

#10 on the passenger side. Small Light/License Light.

I do have a couple bulbs that are out in my dash. Would that cause it?

Something must be improperly grounding .. but why would it blow a fuse while shifting ?
