why is my car smoking?

Fuel smell...
Do you have a check engine light?

Do you 'use' oil, so you have to 'top-it-off'?
How often?
How much oil does it need?

currently no cel.

yeah, i have to top it off.

I dont drive it much , but if i take it into the high rpm's it blows a ton of smoke.

I put a quart in after 70 ish miles, and that quart only brought it to the lower fill line.

Then your smoke is oil.

Bores & compression rings are fine, compression ratio tells us.

Oil rings are the problem. Run 2 er 3 gas tanks with Seafoam. It will clean those up.

Did you mess with the rocker arms before or after car start to smoke? and it seems like oil is entering cylinder 1-3 judging by the YouTube video.
