I tried searching but I didn't really know WHAT to search for.. So here it goes.. Many cars here have yellow looking lights where the high beams go.. How is this done or what is that called so I can search for how to do it.. Thank you.. =)

its krylon stained glass spray paint. its found at hobby/craft stores. just wipe down the reflector bucket with water and alittle soap. spray about 3 light coats and you're done
