Before i buy a bumper inwanted to know if the oem has the cut out for a mesh grill or do i have to diy it...

The OEM 01-02 bumper can have the grill removed, I think the JDM grill is a better fit.
The 98-00 has the removeable grill.
There is a thread on here that showed some pics of someone removing the 01-02 grill and using a 98-00 insert, but there is still a gap.
Too bad about the damage, but definately see what you can maybe buff out and/or repair yourself.

I didnt mess with the preload.I kept it at a resonable height. I have driven in a dropped car before so i know what to expect. i have driven on heated springs before, amd i have driven on ebay crap coilovers also. Its all about your state of mind. I guess to each his own.
