I'm looking at both left and right side tail light housing top half where the turn signals are located looks all ****ed up like a weird crispy flaky look, what could be the reason for this? When it was still new would it have been an amberish color?

The plating that they use deteriorates over time.

It's very common with out taillights.

You could always open them up and respray it.

Yeah, this happens all the time with our lights. Open them up just like you would headlights (oven or heat gun, whichever you like more) then just pick out the paint you want...I paint matched mine to SSM so it looks similar to OEM but better.
-sorry, no pictures on my computer. You can get the extra paint off with any normal paint stripper. After that I added an adhesion promoter then after that dried, paint. After a few layers sealed it back up then added silicone around the sides to water seal it the best I could.
