AC blows COLD air, blows COLDER air with AC off?

so i'm looking into purchasing a DEP sedan. and the AC is strange. ICE COLD. but with the blower on and the AC off, it still blows cold air. as if the AC were still on. almost as if the AC stays on. only goes off when the blower is turned off.
has anyone else ever had this problem? what could it be?

thats what you have the temperature knob for, when the a/c is off simply put the temperature up and the air coming out will warm up. Your temperature is adjustable weather the heat or a/c are on or off.

dep sedan <3 lol mine does the same thing if i turn a/c off and drive it blows cold air.

i wouldnt want to drive around with my ac running if i wasnt using it. im quite sure he knows that you can simply turn the temp knob to change the temp of the air coming out.
