98 lx inline 4 wont rev out over 4k rpm

hi so i have a 4 cyl 98 lx , the problem im having right now is that sometimes my car wont rev pat 4 thousand rpms but its weird because it doesnt allways do that most times if you floor it and it donshifts it will go all the way up to 6k rpm and shift but alot of the times it will shift and then stay stuck at 4k rpm or it wont shift and stay stuck at 4k rpm then. i have a check engine light for a vtec solenoid and i just replaced it with a genuine oem one but not sure what else to check new battery and i got my alternator checked its good too. any help is aprecciated thanks alot.

What code is it throwing? Had an Element with a similar problem, threw a code and went into limp mode. Wouldn't go over 3500-4k. Ended up being the oil pressure switch

Change the oil

Take the vtec solenoid out and clean the screen filter.
