found out what it was. the timing belt tensioner is going bad.....ugh... but thank guys for the responses...
i dont know what it is. replaced the alternator. didnt solve the problem. took off the belt to the power steering. sound is still there. sound...
main problem is FINDING one thats been well maintained. same with every used car out there. lol.
