I've bought some Skunk2 cam gears a while back and was wondering if I will still be able to pass emissions? Remember I will be doing tuning too. And how many WHP do you think I will make?

Injen Cold Air Intake

Your only tuning a stock camshaft. With the mods you have so far, it's not worth it.

You have a timing belt cover for a reason . What they dont know wont hurt them.

Doesn't Gude have a full head package for the F23??

Yes, but it's quite pricey.

The general opinion is that "Gude is no good." This doesn't refer to their work, just their customer service.
