thats the price per wheel without tire. dimensions used were 16x8x16 @10 pounds. dont know if thats right and im not quite sure if it qualifies as "Parcel Post"
this is what it says when i click the question mark next to it:
Parcel Post

Used for gifts and general merchandise, Parcel Post shipments may also contain books and other printed matter weighing 70 pounds or less. The maximum size is 130 inches in combined length and distance around the thickest part.
Parcel Post "Balloon Price"

Items that weigh less than 20 pounds and measure more than 84 inches but not more than 108 inches in combined length and girth (distance around the thickest part) pay the 20-pound Parcel Post zoned price.
Parcel Post Oversized Price

Items that measure more than 108 inches but not more than 130 inches in combined length and girth (distance around the thickest part) pay the oversized price regardless of weight.
