whing from belt side

i dont know what it is. replaced the alternator. didnt solve the problem. took off the belt to the power steering. sound is still there. sound intensifies when i drive. skips and loses power as well. can someone help me?!?!

There is an adjustment bolt to adjust it.

found out what it was. the timing belt tensioner is going bad.....ugh...

but thank guys for the responses...
