3 weeks still no rims!!!!!

i paid the rims already 3 weeks ago..buyers giving me the walk around saying wait for box to ship it...will ship it out soon..now its on the 3rd week and im like wtf am i waiting for..am i being stupid to pay for 1400 rims and not getting it a week after i paided for it?should i call that nigga up and tell him i want my refund back?!?! im so piss at the moment that he giving me the same shiet again today

his buyer rep is high.up in the 20's....no neg..and no its not ebay..its a car forum..
