How do you know he doesn't have a lip kit? Those are definitely not OEM/JDM/EDM bumpers by themselves. I'm guessing he molded a lip kit on to make it appear as one piece.
No way does the stock sedan bumper, stock sideskirts, and stock rear bumper hang that low (ignore the drop).
For further evidence, just compare to another slammed sedan with stock (for the most part) bumpers:
