if i was to buy h23 heads that were non-vtec for my f23 that was vtec would i be able to use my vtec components from my f23 on the h23 heads

1st why would you get a non-vtec h23 head for a f23 block?
best thing to do is to get a complete h23a head/block for a complete swap
it's cheaper and more reliable than doing a frankenstein swap.
You'll also have to swap or modify the ecu
