Idle Surging

Was driving on the highway, in a downpour, and I lost power. I pulled over and this started happening.

When I had this issue, my reading led to the two most common things that cause this.
One is air in cooling system and the second is Idle Air Control Valve.
If you've recently flushed or filled cooling system, check to make sure all the air is bled out.
Check Idle Air Control Valve (IACV) as it can become fouled/corroded. Some people have luck
cleaning them, other's don't. Best to buy new.
