What are they?

I know I've seen these before in one of my old mags but I can't find it anywhere and now they are popping up on top of evo's like crazy. I've looked through the article and I can't tell if they even mentioned them. If I remember correctly the old article stated that it could improve your gas miles aerodynamically. I believe it would be an interesting mod for our accords. If ya'll can help me find them, I would be glad test them out! I think it looks hot!
