If I bring the pass window down, I can bring it back up.

but

If I bring the pass window down... and later (doesnt matter how long), the pass pulls it up or down a little, I can't bring it up. only down.

It only dims a little bit normally. If you alternator is dead you will experience weird stuff like lights lighting up on your dashboard, even flashing. Get a multimeter, or go to a car audio shop if you don't, and have them check to see if your alt is working. If not get one quickly because your battery will die soon.
