Before my retro. And I'm running stock headlights with the HID's now during winter.

Uh when you see the full temperature rating + "k"... k notes kelvin.

And yes, the "K' = Kelvin. You could use the K to denote "thousand" but then it'd be like 8kK.

Depends on what the other tickets are for. If it was strictly for the headlights, you'll probably just get a fix-it. If it's for other stuff and the cop just happened to note the lights, at the last minute, then it might be dismissed.
