I disagree, the gutted cat will not pass the inspection. Sure it will pass visual, sure it will pass CEL check, but it will not pass the sniffer.

Valve covers bolts should be finger snug, like spark plugs.
I'm going to throw in my assumptions and say that the random shut off could be a bad ignition switch and the shaky idle could be a dirty IACV. I only say this because my car had the same symptoms and that's what I fixed to solve the problem.
