Tape a circle in the middle? :ROFLJest:

Probably some sort of LED or CCFL Halo as Syk said above. Seems to kind of defeat the purpose of fogs

That's actually the only time I use mine, good fog bulbs don't last a long time if you use them a lot. I learned that after going through several pairs of PIAA's haha. Or I use them if I'm on a backroad where there's no lighting. Most people use em for style points lol, you're probably right about that. Personally I like having mine as fully functional.

I am guilty of having mine come on automatically when the lowbeams come on. I find that if you set them up right, then the fog light floods the area just underneath the lowbeam output, so you have a well-lit coverage area. What I would like to do in the future, is to install a rear fog lamp like SykVSyx, and then use my dash mounted fog light button to turn on/off the rear fog lamp, BUT ONLY in dense fog.

Unless you aim you fog lights stupidly high, you are not likely to annoy too many oncoming drivers. Driving behind someone with a rear fog light that is turned on in clear conditions, however, is potentially dangerous, because you're not sure if they're braking or WTF.
