Anyone Know How to Fix This?

I bought these blackhoused lights off here, and I had no idea the left one was like this. Any tips on getting it out? Ive already used up to a 2000 Grit Sandpaper and Mothers Polishing compound.

can your finger-nail feel it?
looks like someone spilled glue on it...

It looks like a protective film of some sort is peeling off. How to fix it, idk. But someone might be able to help.

3m headlight lens restoration kit should take it off

Ill see if the 3M will work. But yes, it is on the outside and it can be peeled

If its on the outside and you can feel it with your nail try soaking it with hot water first and/or turtle wax bug and tar remover if its some sort of film.
Aside from that keep sanding but do not go lower then 1000 i'd say.
