Can't adjust valves after head job

F23a1 motor. Took off the head, cleaned everything, replaced head gasket and head bolts, reassembled everything, got down to adjusting the valves and i cant for some reason. If you are looking at the motor while its at tdc the right intake valve on every cylinder doesnt loosen ever. I spun the motor counter clockwise looking to see if the valves would ever become loose but they dont. This is my first time taking the head off my car so I am sure i simply did something wrong, however, I have not been able to find anything explaining why this is happening. I did this to learn more about my motor and cars in general and while I learned quite a bit it seems I bit off more then I can chew because I cannot solve this puzzle. If someone could explain any possiblity as to why this may be happening I would be very appreciative. Thank you for your time

You're need to rotate the timing sprocket to the correct TDC for each cylinder then adjust the clearance using a spanner and screwdriver (if thats what you are using) and feeler gauges.

A haynes manual is ideal if you like to work on your own car.

okay so the valves are suppose to be loose and wiggle to when they are ready to be adjusted correct? well they arent loose when they should be. not only that they are never loose. i tried turning the engine and wiggling them as i do it and they never get loose and i cannot get the feeler gauge underneath them. i dont get what is going on

Did you take the whole head apart?

Even once you have loosened the nut with a spanner and the screw with a flat head screwdriver counter clockwise?
They shouldn't need to be loose enough that they wiggle about.. Just enough to slide the feeler gauge in.

yes i took the entire head off. also i went back to recheck it. if i loosen the right intake valve with the flathead all the way until it cant be loosened anymore(at tdc) I cant get the .010 feeler gauge underneath it but not by much and its a little on the tighter side

Well that's not enough. I mean did you take apart the while rocker assembly and everything?

while rocker assembly and everything? I think you are asking if i took the rocker arm assembly apart and if thats the case I believe the answer is yes. i didnt really take the entire thing apart but those little silver pieces popped out and i think i took two pieces of the rocker arm off on the end because they fell off but i put right back on

I meant the whole moving assembly like valves, springs, arms, cam, retainers... Everything.

But its possible you put something back together wrong
