Can't adjust valves after head job

Well everything looks like its bak together right. would timing being off cause something like this? I can do the work if I know what needs to get done but i dont know what needs to get done so this is a bit frustrating. So say I didnt put something back right, what would be your guess?

ok so i figured it out. the right intake rocker arms have a gold piece(idk what its called) on them and those were the ones not adjusting. I think they have something to do with vtec, not sure, but they were preventing those valves from opening because i didnt install them right. I fixed it now and it all works
