Cat Delete O2 sensor issue

Guys,
I am new to this forum so sorry for the newby questions.

I am working on my wife's sister 2001 Accord. She is in college and needs to pass the very basic emitions tests in Houston, Tx. Basically they just read the ECU and make sure the brake lights work. I have have No cats on any of my vehicles. How do you delete them on the Accord. I am also going to do a lot of other maintenance...
- Hoses
- NGK plugs
- wires
- belts
- all fluids
- ...

What is the best test pipe (read cheapest...)?

I did a search and read about Non foulers??? Seams houky to me All my other vehicles i have custom tunes on to delete the CEL.

Any noticeable increase in MPG's

I am running non-foulers. Not a single problem. BTW. my cat was failing, so i smashed it out. I would like to have a Cat back on it now, I dont care about the performance side, I drive a honda, I can save the world, i dont need 1000Hp+ in a fwd DD.

the logic behind a non fouler is to decrease the air flow passed the O2 sensor. A gutted cat or test pipe allows too much air flow passed the sensor compaired to a stock cat and cause the ecu to throw a code. The non fouler acts like a wind sheild. Just a simple trick to prevent a cel.

i got a non fouler on my test pipe passes inspection with no problem my buddy got the same CEL on his V6 accord and we put a non fouler on it with the original cat 7 months running with no CEL...
