If the buyer sent the payment for this groupbuy as a gift instead of payment for goods/services then they would have to wait for OP to refund them. However, if they sent the funds via Paypal as payment for good/service the buyer can file a claim with Paypal for goods not received and don't have to wait for OP for a refund.
