I've never had to use any of the mentioned products, but can the JB weld or glue be used with cloth/metal mesh to allow for some flexibilty?

Can something that sets hard as steel and unflexible be made flexible by wrapping mesh around it or in it? Common sense says "No" as the mesh will just turn hard solid like the rest of the product its attached to . JB Weld's own FAQ will show more to the fact that it's not wise to use it on something that has flex to it.

The mesh is there to provide rigidity and to allow for the glue to grab/hold easier...not for flexibility. The type of glue/polymer used is what will have an effect on that part of the bumper being flexible or frozen solid.

I have read that the using mesh allows for material to be flexible.....ie mesh in concrete formations.....

If not the case with the bumper, then I guess that answers that.

Mesh in concrete is to provide rigidity and keep it from cracking when under stress/load. It's used as a reinforcement as concrete is poor in tension, and it aids in stopping cracks propagating and to limit shear. Usually though I beleive they use rebars and not just mesh cloth.
...the same idea as it;d be used on the bumper even though a bumper and concrete are totally different things as a bumper requires flexibility at a much larger scale then concrete ever would

Your front bumper is not OEM then. OEM bumpers are made of thermoplastic polyolefin/polyurethane.
