I have actually had worse luck personally stripping a a bumper than just sanding a bumper, assuming the paint is good. Especially oem paint. I have never had a bumper with oem paint under chip. I have with a stripped bumper before on multiple occations. That's the body shop not using the proper flex additive but that doesn't mean it doesn't happen. Any bodyshop should be able to paint a bumper with existing paint. I mean, you don't strip your car to paint it, same principle.
But, if you paint is cracking, chipping, etc, strip it for sure. You will most defineatly will have problems in that situation.
