ok, planning on rebuilding my f23 so that it could hold about 12-13 psi from a turbo, so my question is does anyone know a place in the NJ PA area that has a good rep.

You can be upto 10psi provided the current condition of the block is strong and if you are not an idiot about it, it can last a while.
What is your hp goal? what are your tuning tools? what turbo? injectors? a little more detail about your build and someone might be able to direct you better

As long as you tune conservatively, and you don't have detenation you should be fine. The engine could easily handle 4psi.
