Tein Flexes are definitely not the best Gilbert, don't even come close. Internally they are identical to Super Streets and Basics. They are just valved more aggressively and feature a separate height adjustment perch. I had a friend that worked at JIC and he was saying that the only full coilover he would really take over the product he currently owns (JIC FLT-AR) would be Zeal Functions for his S14. I'd have JICs over Tein Flexes any day of the week. They're performance coilovers, not revamped street use coilovers. Tein Monoflex coilovers are better than their regular Flexes but I'd still have those JICs over them. From my general understanding Tein is like Omnipower in Japan, they're just a lower end budget suspension company basically. With that said however, Tein's quality surpasses many of those other brands which come from Taiwan. I know Tein does outsource to Taiwan as well for some of their lower coilovers but it's not the same as Ksport, F2, D2, Megan, or any other brand's production plant.
