Anytime you reverse the direction of a DC motor there is a relay involved so it can switch polarity. Maybe this relay is built into the mirror and is activated by the switch on the door panel. Or maybe it's somewhere else in the circuit or maybe you don't have that part.
Only someone with a cf4/cl1 accord OR with a canadian accord with heated mirrors can confirm this.
Waiting for derek to get home and double check that for me at this point.
I'll tell you the mirror being that it was made for RHD car is just as annoying as not being able to get the pfm to work lol

What do you want checked on the heated mirror canadian accord model?
From my understanding of our heated mirrors, you simply press the defrost button which heats up the element behind the mirror glass. As long as the button is pressed the element is turned on. Once you de-press the button the element turns off. There is no need for a relay in the heated glass mechanism.

In that case there is no need for a relay for pfm. Derek said pfm are direct swap for the phm and if that in fact is correct then problem solved.
For ease of installation, i might just wire it up with the ignition switch so they fold when the car shuts off and folds out when the switch is turned on

My only worry would be the fact on how the motor inside the mirrors works. Knowing how it works would solve almost all your "what ifs". The only way you could know how it works is by testing it...or opening the mirrors and taking a peek..
Does it determine end of movement and turn off by its own?
Does it stay always on to keep the mirrors out (and maintains a pull on them) and then when turned off a means of a spring mechanism pulls the mirrors in or does the motor itself need power once again to bring the mirrors in. If the motor itself needs power to bring the mirrors back in then chances are that means the motor now will need to spin in the opposite direction as before...meaning the pos and neg will need to be reversed and hence very likely requiring a relay to do this...unless one exists in the motor mechanism itself that always reverses the signal to cause in/out movement(which you could test by applying power...stopping... and reapplying power again)

From reading a few threads about other JDM vehicles from this era, it seems the switch should contain the relays necessary for opening and closing the mirrors.
It should also have some sort of sensor. One type could be a current limit; so when it reaches full out or in the motor will load up because it can't push any further so it trips a switch inside the switch to turn them off.
So from here you need to identify the 2 extra wires on each mirror harness and tap into them. Extend these wires to the switch and connect them. It's likely that the left and right open wires are spliced together and the left and right close wires are spliced together so it will operate them simultaneously on the one switch. If you get it backwards it will just operate in reverse, so just swap them.

Sounds like you're running into a lot of the same issues I was having when I tried to tackle attaching heated mirrors to my USDM accord, lol.
I never considered a switch with a built in relay but I had both wiring diagrams. That was the easy part. The hardest was that I was gonna need to wire them up under the dash and tap into pre-existing relays and wiring setups. Ultimately it was just told much hassle. PFM are cool and all but if I really want them in, I'll fold them manually. Almost the same with heated mirrors. By the time I scrape the car or its heated enough for me to drive, the mirrors will be clear enough.

Just use your common sense lolz. From what i remember from stereo installs for example usually...
Memory (+12v Constant) Blue/White
Ignition (+12v Switched) Yellow/Red
Ground (-) Black
Illumination Red/Black
Maybe try with a 6v or 9v battery first instead of 12v.
