So hard to tell what that is on my phone. Does it look like a contaminant in the paint, under the clear, where? Are you dealing with old or newer paint?

I need to know the history of the car's paint before we do any guess and check work on it. To the best of your knowledge, is the paint on the hood OEM or Aftermarket refinished? Is your car clean title or salvaged? Does it sit outside the rain&sun 24/7? Can you feel it with your finger? What methods have you tried so far to resolve the problem? Thanks for the pic.

As far as I know the paint is OEM. The title is clean and it is kept outside a good portion of the year (Rarely sees garage since parents claim it over me). I can't feel it with my finger and all I have tried is Meguiar's Ultimate Compound and a Clay Bar. ***I HAVE NOT USED AN ORBITAL/DA. ALL WORK HAS BEEN DONE BY HAND***
