He wasn't asking about tags, almost every state only requires tags in the back.

OP: Since you are too lazy to search for yourself.

It is legal to not have a front license plate on the bumper, but it must be exposing on the front windshield, but don't blame me when some cop wants to hassle you for it.

01-03 civic fogs will fit on your 99 coupe bumper, don't expect ebay fogs to fit perfect for a car that isn't meant for it to be in. You're going to need to make your own custom bracket or use some crazy stuff to hold it in place so they won't move.

you really should make a bigger effort to search tho, some of the guys on here forget that the purpose of this site is to help our fellow 6thgen owners by spreading information and being helpful because weather they admit it or not they were noobs at one point too and people helped them with there questions, but i believe that some of them only come on here to talk crap, give people a hard time, and destroy the family structure that this site encourages.

Front license plate is required in California and if a cop decides to hassle you about it, it's a $25 fix it ticket. Personally, I've been running no front plate for almost a year now and I've been fine. We drive accords and unless you rice yours out or make it super flashy, we won't get hassled. Most of the time the ones who get hassled are people with more noticeable cars such as Benz or BMW's.
