Most domestic cars are like that.
I don't know any imports that would do that. Most keep the low beams on even when you have the high beams on

Just get yourself a DRL module around 55 shipped, 5 pins relay, wires and stuff at Wal-Mart. Probably cost you around $75 total. I have my drl running all the time even with low beam on; I have a switch to turn it off.

I don't think they would blow because there's less voltage being consumed.

Check out vehicles like the Tahoe or other GM vehicles that have two bulbs (for low/high beam) their low is disengaged when the high beam is activated.
Even on GM police cars, notice that the flashers are in the high beams and the low beams don't activate

I didn't mean blow like go bad I ment blow like the output would suck without low beams to illuminate right in front of the car where you need it the most lol. High beams are 65watt and have a significantly shorter lifespan (somewhere around 250 hours compared to 9006's 800-1000 hours) than the 9006's but since you don't run your highs all the time unless you do the 9005 swap they last longer than low beams. Also if you have noticed they make kits to convert GM's etc to quad beams for better lighting at night

Very true. Our High Beams are designed with a cutoff to compliment the lows. Without them, you'd be lighting the trees and nothing else.
