no vtec P1259

i have this cel that wont go away... i have googled and everything on 6th gen i have done.... i have reset ecu every day. I will give a list of everything i have done.

1998 ACCORD LX 5 SPEED 2.3 F23A1

New Vtec solenoid
Oil change
new vtec oil pressure switch
new vtec oring and gaskets screen
new knock sensor... cause i broke it replacing the other oil pressure sensor
i have 2 ecus that will run the car still nothing
can hard wire the solenoid and you can hear it click

hope some one may know what the deal is

check wire continuity from ecm to vtec solenoid?

What's P1259 mean? Everything I found is VTEC malfunction, I would need full text to know if finds a difference between VTEC solenoid malfunction or another engine problem preventing VTEC use.
