Never driven one, not sure about the "best bang for your buck"...maybe from a stock performance perspective.....but I would still beg to differ.

Tommy, yeah, I have seen places in Lawrenceville and some just on the outskirts of the city, and the prices were crazy for the amount of house you could get. I think the listings were shortly after the housing crash though, so I am sure the prices are different now.

You said $7k which would only get you a stock SRT4 (they're going for more than that where I live - around $9k). So I'd say it was implied. There is no Neon for $7k out of the box that will get you close to 11's, even a stage 3 is still in the 12's (unless modded of course).

The price of an SRT-4 up here would negate it even being a consideration.

The prices are about double what you can get one for there, at least for something with les than 50k on it.
