Oxygen Sensor Problem

Now I've searched this topic before I posted this, but I still do not have a conclusive answer.
My situation is that I have 1999 Accord EX ULEV on which i completed a Manual Swap. I need to pass inspection at the end of September which is rapidly approaching. I get a check engine light for my o2 heater circuit malfunction. The sensor is brand new from NTK cross referenced from the OEM Honda P/N (NTK 24655).

For an Auto O2 P/N is 36531-PAA-307
For a Manual 02 p/n is 36531-PAA-305


I am running a 37820-PAA-L11 which I had purchased awhiles back, which is supposed to have come from a 98 non ulev manual. Since there are no ULEV manuals, and since I've read that the non-ulev ecus use narrowband, I Purchased the narrowband o2 (36531-PAA-305) and installed it.
When i check Majestic Honda for the p/n for a 1999 EX manual ecu, it says 37820-PAA-408.

Can anyone tell me if its because of the ecu that i get that check engine light, and if so what is the correct ECU I can use for my swap. Any help would be appreciated. They plug the scanner into the obd2 port in NY so theres no way I can get around this problem, or I would have just used my s300 and turned off the O2's. TY in advance

You're running the wrong o2 sensor for your engine.

Front Sensor
Federal
36531PAA305
California
It was previously 36531-PAA-L23 then replaced with 36531PAA307<<<This is what you need for ulev
Rear Sensor
36532PAAL02


Oem sensors on our cars were from denso. Go on densos website and find out the part#(for denso) that you need, or get an OEM one.
From personal experience the denso aftermarket one still didn't work as great as the OEM one for me, so i ended up buying a new OEM one from oemacuraparts.com

thats the original sensor I already had, it only works with the auto ecu I had. Once I swapped ecu's It gave me a O2 heater Circuit Malfunction. So I bought the supposedly correct O2 for the manual and that ecu throws me O2 circuit malf regardless of which O2 sensor I use. either the 305 or 307

I guess my question was, Am I using the right ECU
