IF you're serious about showing, then you'll get SOME points for the neons. Other than that, don't expect a 10/10 for having neons and some bulbs.

Believe me or not i entered HIN last year with no lighting, i mean NO LIGHTHING OR WHATSOEVER! Because their prices were so rip off. Judges inspected my car twice about four hours gap, and they even had to use some frken flashlights. hahahhaha But hey i still won. xlolx
