Tint Removal Issues

Attempted to remove the bubbled, looking like crap tint off my rear glass and am having issues. Used a garment steamer on the upper portion in combination with a heat gun on the lower section and it appears only one layer came off as there is an opaque layer with bubbles remaining that neither steam nor the heat gun seem to have any effect on. Also, I noticed some short sections of my defroster lines appear to have come off with the first layer.

You can use 0000 wire wool with water and detergent mixture.
