Valve adjustments for increased performance?

a friend of mine said he took his eg civic to get a clutch and 11lb flywheel installed at some shop. He also said the mechanic has done a lot of work on those type of motors and adjusted his valves for more power. i havent been in the car but he said it is quite a bit faster now. It had me thinking if anyone knows how to do something similar on the f23. Is there anyone out there who knows anything about this topic?

You can't really adjust for more power, You go too far you have a valve smash the piston and boom, need new valve job. You can adjust to get back lost power, and better throttle response.

Ok so I did the valve adjustment on my car but I really couldn't understand when exactly the valves needed to be adjusted. I did it one time started it up and I slowly brought it up to 3k rpms and it didn't sound right. I took it apart and looked at a million people trying to explain when they need to be adjusted and I still wasn't quite sure but I tried my best and I think I may have done it right but I want to know not think. Can someone explain the easiest way to know when to adjust the valves?

The valve springs should be adjusted when the car is cold ice cold like overnight then messed with the next morning. I've been needing to do this on my boosted accord since i can hear the actual sound of them when the cars cold.
