Weird Noise

So I started up my car today, and I have a weird noise coming from around my passenger air vent. I don't how really how to describe the sound, but it is persistent even when driving. It will stop for a while, but will continue again.
Anyone know what this is?

Need more details. Try to describe it or record an audio clip. And let us know whether the speed/pitch changes when accelerating/slowing down, etc.

Possible timing belt/fan issue?

Does depend on when it happens as RR mentioned.

Alright, will do. and its just inside the cabin, i doubt it would be timing or fan. It also doesnt change during any speed, it just a constant noise on the inside. If I walk out of the my car while ts running, you cant hear the noise. So I assume its something else, but I could be wrong.

Its something with either climate control or a/c,heating. It only does it when I turn that on.
